Limestone and Planter box

Hi, I have a limestone wall at the front of my house. The ground level has been lowered to below the level of the lowest limestone block, as we have had a pool installed. The intent is the build a planter box to about the level where the sand is now (so midway through the bottom limestone block). I will then chemset some N12 rebar into the limestone block and attach to the mortar bed of the wall in front. The rebar will then be covered with soil plants. is this the right approach or will this not work.. Thanks
