It turns out to be storm water which flows from one side of my properly directly down into the foundation. I ended up getting a plumber to install perimeter agi drainage as well as some surface drainage (there were none), but that turned out to be a disaster... The outcome made it worse and I ended up getting an inspector to do a report on the drainage and went through a whole back and forth to get a refund on the whole thing... I'm sort of back at square one (or 1.5) but I have a rough idea of redirecting the waters away from my foundation. But it also opened up a whole can of worm where I'm contemplating on ripping out the old concrete driveway and redo it with proper surface drainage.
