This is a late answer and the OP has probably long gone but someone else may benefit so here goes... Is any water at all going down the downpipe? It would be extremely unlikely if there wasn't. The gutter drains into a downpipe pop which fits inside the downpipe but more often than not the pop is installed inside the gutter and quite often there is silicone or similar around its edges which creates a mini dam. I often see really bad examples of this and apart from damming water, it also retains sediment which promotes rusting. If your pop is like this, you could consider having it refitted so that it is attached to the underside of the gutter as recommended by most manufacturers. If the above is not the problem, then you need to follow arcadelt's advice, particularly if the gutter also overflows (not stated). A single downpipe supplying a rainwater tank is however rarely sufficient and if for example it is a new house and you are in Victoria and have the standard 115mm quad guttering, the installation does not comply with the Victorian 6 Star standard that requires a minimum 50 sq m roof catchment area to be harvested. If harvesting a second downpipe would entail plumbing an ugly downpipe along a wall or having a problematic wet system, you could look at installing one or more of our Supadivertas at low cost to substantially increase yield. 3in1 Supadiverta.
