I cant answer as a professional but can pose some questions to you. Have you looked at span guides for decking? My span guide says the joists should only be 45cm apart and should measure 140 by 45. Youre going to use a timber half that size at almost the same interval. Depending entirely on the Quality of the paving, if the whole thing is just 'resting' in place and the ground below shifts, youll be farked trying to rectify a sunk paver that a portion of your deck is resting on in the future. If i was you, I would post up the pavers for cheap or free on a buy swap sell page. people will come and take them away, I would then get a bloke with a kanga/dingo to come round and remove an amount of top soil/sand, so I could could atleast get enough clearance for the right speck joists.
