Is this the norm? I can't afford to be responsible for their payments. What next?

I am about a month from handover, so I need to organise fencing. I have the neighbours' contact details from City Council. I've asked for some quotes from a few fencers. There's one quote in particular that interests me, but when asked how it works with the neighbours paying him, he has replied: Quote: "With regard to payment terms. Our policy is to deal with one party only. We are happy to be paid directly by the neighbours but you must understand that you would be responsible for their portion of payment should they fail to pay. Less than ideal I know, but it gets messy when we have to chase payment from people who have had no contact with up till that point." Is this the norm? Just google and you'll find some sample letters. I sent my neighbours a letter along with three quotes and I stated which one was my preference. My letter stated the full cost of the fence we shared (had three neighbours around my house) and how much of it was their share. At the bottom of the letter I included a return slip for them to sign stating they received and agree to the letter. But none of them ever returned it. They just paid me their share of the costs. Two of the neighbours bank transferred it to me (they sent me an SMS/called asking for my bank details) and the third one just turned up at my door and handed over cash. You could just communicate with your neighbours on how they want to pay for their share. Maybe they could write a cheque made out to the fencing company and they could mail/give it to you and then you could pass it on to the fencing company if they are not comfortable with giving you cash/bank transferring. Once we had the money we paid the fencer. We attached quote with email. All worked well.
