We have an area in our backyard adbout 7m x 3.5 that is currently lilydale toppings on quite compacted hard groun, I think concrete in some areas. What you are after is a hard base of which the lilydale topping you described is spot on. You might want to consider hiring a compactor and spreading a thin layer of B grade crush rock (road base) to further compact the ground. You can also use the crushed rock to level out any unevenness. Once you have a hard base, drop a 20mm layer of premium washed sand. Either make sure the sand is dry for maximum compactness or compact the wet sand with a flat surface. Place your pavers over that.
