I think that's the height of fence my in-laws got and it helped a lot with privacy. It's hard to know what to suggest. (I personally would still want plants.) I do think 7m of decking in such a narrow space is a bit much. Perhaps you could have a 1m path widening out into the sitting area at the most appropriate spot.
