A colour can look/read differently between a small sample size and the scale of where it is applied. The colour can look different based on the surrounding colours. It can look different on the amount and type of lighting in the final space to that the sample is viewed in. There are many variables, so it is difficult to apply such a hard fast rule. Not if you subject the sample to exactly the same lighting and surroundings! Take the sample home and sit it against your splashback. If they are different then the colour has been mixed incorrectly!
