There is a stormwater sized pipe that comes out of the concrete, inside it has pipes coming out of it for hot and cold water and also there is conduit for power... inside the stormwater pipe is water. I just does not seem right to have power coming of this, is this normal? Thanks The water that you are talking about, that sounds like water that has gotten in there while the slab was open to the elements, ie before the roof went on. Is that right? It is one of the things to mentally list to check that the builder removes the water before too long as it will get pretty rank after a while. Same as the water in the hole they leave in your slab to allow access to the pipes under your bath. That often is full of water and rubbish, pays to check they empty that before enclosing it fully with a tiled hob.
