We are interested in a Regulated Hot Water Circulator with dedicated return line, such as:

However, I've also been advised that it's a good idea to get an un-tempered hot water line to the kitchen, as new houses are legally required to have a tempering valve for the bathroom areas, but the tempering valve is commonly installed to cover the whole house (for simplicity) unless otherwise requested.
Owing to the way circulators are fitted (a ring main), I suspect it's not possible to have a circulator, while splitting the pipes into tempered/untempered sections. Can anyone confirm?
We don't have kids and aren't planning on having any, so the added child safety factor isn't high on our priority list, compared to convenient hot water. Can anyone comment on tempering generally? how new is the concept? what temperature (celcius) is the maximum they provide? Any associated problems? Anyone been dissatisfied with tempered kitchen water?
The HWS is a solar + gas storage system which is part of an eco promotion from our builder.
