I have been considering doing this in lieu of a large fridge which cost about $3500 and have had prices of about the same for a cool room. Unless you have a very large family or run a catering business from home I do not see how the average family could eat through enough food to warrant a cool room (given most refrigerated products are perishable). If I was looking to buy a house and it had a cool room I would consider it a waste of space and I suspect most people would not know what to do with one. My advice would be only build one if you have a need, the money and excess space.
