So if they agree to this approach, it will work out well for all of you. Your neighbors will also have to pay for their share. If your next door lots are zero line lots - most likely you would be having mandatory easement on your lot. If they do not respond and if their build dates are not in sight, you should go ahead and secure your property. Keep trace of communication with your neighbors and once your fence is done, send them invoice copy with a request to pay their share. They may choose not to respond now or even not to pay for the fence...but you will be on safe grounds having kept them in loop at all times. Eventually when they start building they should cooperate. They are not responding now beacsue there would be other pressing matters on hand...maybe they plan to sell their lot....so why invest more. Give them benefit of doubt and hope that things will get sorted out with time.
