In a nutshell: It basically comes down to pigment. Pigment is expensive, but it is what gives coverage. Manufacturers try to strike a balance between minimum pigment vs maximum coverage, and replace pigment volume with other fillers to 'spread' the pigment further. How well that balance is struck will determine the raw material cost (to the manufacturer) and thus influence the retail selling price, versus the amount of coverage you get.
