It also depends on forum settings - you can extend the time before "reset" - ie how long it hangs onto your username being active after you have logged out.
On a forum that I own, we changed it from 1 hour, sown to 10 minutes. Sure the numbers dropped, but it showed a far more accurate usage.

It's 6:15am and 14 users online - is this a massive loss in interest - or were they all spammers in 2005?
We'd be surprised if that figure represented the volume of interest at that time given there were most likely a handful of posts in total for visitors to scour. We put it down to robot spamming activity.
Meanwhile, with closer to 8000 posts we anticipate between 25 - 50 visitors to be the norm during peak periods.
For your information, 'Most users ever...' is based on any 10 minute cycle.
