Re: Compliance Certificate Clarification 6Mar 03, 2021 6:44 am The plumbers at our property have been issued with a rectification notice. Once the plumbing defects have been rectified, they said they are going to issue a new Compliance Certificate. Will the plumber's warranty of 6 years recommence when the new Compliance Certificate is issued? Re: Compliance Certificate Clarification 7Mar 03, 2021 7:13 am It sounds like more than a simple rectification. In that case, it is my understanding that the plumber's warranty would recommence from the issue of the new certificate as the 6 year warranty is integral to the certificate but you are best to ask the VBA for confirmation. New homes being built with non compliant plumbing is rife in Victoria due to the failure of self certification and building surveyors (and builders) accepting a plumber's Certificate Of Compliance as proof of compliance. The majority of new homes built have been built with vary degrees of non compliant stormwater drainage for decades. Additionally, most private building consultants contracted to do stage inspections do not have the regulatory knowledge or equipment needed to check finished stormwater and drainage systems. 3in1 Supadiverta. Totally agree SaveH2O. How many consumers are unaware their underground plumbing is non compliant? It's not until there are latent problems, like Lisa06's, mine and 1000's out there before realising something is wrong. The owner then spends $1000's on investigations and rectifications and getting the run around from the VBA. Self certification does not work and changes need to be made. Here is an example when the VBA decided to have an inspection blitz in December 2020. https://www.vba.vic.gov.au/news/news/2021/drainage-blitz-sees-plumbers-pay-thousands-to-fix-issues For the 93 drainage inspections 52 per cent needed to be fixed!! Appalling. What about all the others that were not inspected......the owners end up on the non compliant merry-go-round, denial and ignorance from the plumbers, lack of protection from VBA and years and years of stress and financial ruin. Re: Compliance Certificate Clarification 9Mar 03, 2021 1:17 pm The "blitz" figures DO NOT include roof drainage and stormwater pipe compliance which is another worry because there are NO checks! It is strange that a past severe stormwater non compliance case is referred to in a press release that does not address stormwater non compliance. 3in1 Supadiverta. Thank you. I have asked for VBA confirmation -I'm yet to receive it since they do everything in slow motion. Wow, 52% is absolutely shocking. Is it likely that they will stop plumbing self-certification? Re: Compliance Certificate Clarification 13Mar 07, 2021 11:08 am No and don't hold your breath waiting. The COC is also a guarantee that is given to a customer and a copy lodged with the VBA but a building surveyor accepting a COC as proof of compliance is just ridiculous. What qualifications do they have and what testing can they possibly do to check compliance? The answer is none! 3in1 Supadiverta. Rainwater Harvesting Best Practice using syphonic drainage. Don't get me started on building surveyors -ours didn't even sight the relevant COC because there wasn't one! (unlicensed plumber). Re: Compliance Certificate Clarification 16Mar 11, 2021 10:07 pm SaveH2O The plumber self certifies the Certificate Of Compliance which is then given to the client and also lodged with the VBA within 5 days of the completion of work. The VBA does not issue the Certificate Of Compliance but plumbers do buy the certificates from the VBA. You can check this on the VBA - Plumbing website. Rectification of non compliant work makes the work commensurate with the Certificate Of Compliance. As such, the original certificate is now correct and the plumber's warranty period stands from the original date. No new certificate is issued. Id be lushing to have your storm water pipe hydrostatic pressure testing of the storm water pipes, its the only way to find out if you have any faulty joins and leaking water into the soil which tben causes the soil to swell and create slab heave. Ive just pushed the uilder to do hydrostatic pressure testing of the storm water pipes and it has failed 5 times to date so now they have to come back and fix what they broke in tbe first place.
