If for example they decided to put a basement on their block the cost of the piers and retaining wall would be on their shoulders. What if let's say they cut the block to go down and you have to fill the block to go up? We would have to agree on the height of the retaining wall here and for their purposes, neighbour can be disagreeable to go for higher retaining wall as they do not really require.
