I have no idea how they have appeared as I don’t use any harsh chemicals. My landlord says the entire bench top needs to be replaced is that accurate or could they be repolised? What happens when you try to wipe these off? Are they raised? When did they appear after you started living there? To me they look like toothpaste splats from using a electric toothbrush, but I'm assuming you would have already tried a simple wipe. I know caeserstone have a specific cleaning product that may help if these are infact stains. as to repolishing/resurfacing. I don't know. I've never needed to or even heard of it.
