The gap looks about 10mm between tile and kickboard and they have just filled it which looks horrible. It could have been adjusted by packing out the kicker, but if its a custom vanity it may have have that ability. A silicone caulk/seal is better in this area as it will seal against the kicker and stop moisture running under the kicker and swelling, but will also move with expansion and contraction. It is was grout, it will crack and be even worse visually. Agree with Splashers to glue another ply of the kicker on, or as I mentioned, pack out the kicker.
