That is a sill flashing, and yes it it important as it stops moisture tracking back into the house that runs down the frame or glass. It would normally be tucked in behind the first board under the window during original construction. Are they essential? Yes Can they be replaced? Yes, but you would have to pull out the window to do it in line with the requirements. They have to allow moisture to drain past the cladding, which is probably why its like it is, because otherwise, all the weatherboards would ave to come off to fit the windows.
