At the end of my house build, I've found a long thin PVC pipe left in the soil, near the border to the footpath. If I pull on the pipe, there's a slight give, but it appears to be tethered to something in the ground.
The pipe itself says "UPVC Communications Conduit 20mm ID 0/60"

can someone clever tell me what this is? Is it important, am I supposed to connect it to something in the future, or can I pull the thing out and get rid of it? Many thanks.
