If they can argue they have given you what the plans specified and those plans were included in the contract, then you are getting what you agreed to pay for. However, if the measurement deviate from the agreed contract, then you have grounds for a complaint, or at least an opening to discuss options. Unfortunately, it may be too far gone for an easy rectification, but you can always use this breach as an "ace up your sleeve" to negotiate something else that might be of more importance you. Sometimes winning a principle might be satisfying, but gets you nothing. Sometimes wining on pragmatism might not feel as good, but can get you something really worthwhile. The plans are the plans and the builders can't just change them on the fly. You mentioned 100mm. That's a huge variation. You can forgive maybe 10mm here or there but basically a good build will be mm accurate and square. If you can read a plan (where measurements start and stop) and can measure accurately and you are certain that the as built doesn't match the plans then I'd definitely be bringing it to the builders attention. Getting measurements right is the very basics of building. If they can get that right it makes it hard to trust in anything else they may do. We had an independent inspection done yesterday and the inspector said that the room dimensions are alright. We measured the windows incorrectly as we only measured the window openings and apparently the dimensions in the drawings include the frame or bricks (or something).
