More info required, on Slope, Soil type, Retention,trickle/discharge, pressurised,RLs, etc
Many councils also used different rainfall/flow models
requiring engineering Calculations and certification
I also recommend you DIY and saves heaps

Any builder or a landscaper should be able to build you a retaining wall. Without pictures or any idea about your situation there isnt much else to comment sorry.
