Our builder has invoiced us for the fixing stage payment. We are not happy because slabs for fro t verandah and rear paved deck are not down, no hot water service installed yet, and no electrical fittings or switches. Our standard contract makes no mention of electrical. Can our builder push all the above into final payment stage ?

Depends what your contract says. Who is your builder? Generally if you have a progress payment say for the electrical stage 90% could be completed for them to ask for payment. The outstanding 10% might be because they are needing to tie in with other things like aircon or hot water system or they are waiting for fans etc
Some builders will have a special condition that gets around completion requirements for stage payments.
