They got quotes, decided on a builder, and I believe the builder dealt with the permits and council approvals etc. We have a granny flat included in our new build, but it’s attached to the main dwelling, so not quite the same situation as yours. But as long as the granny flat meets certain requirements, then you only need "complying developer", which is much simpler than the usual DA process. Some of these requirements are a minimum block size of 450sqm (with a frontage of at least 12m), & a maximum granny flat size under 60sqm.
