I am also a little confused with what the builder is suggesting...based on what, an opinion? Engineers and building surveyors require Data and proofs and NCC and AS code compliance checks. So now I am not sure that polystyrene is better than couplex or its the same thing. OT, Generally, if you are unable to find relevant Engineering Info in the free NCC then the solution may be Non-compliant?
