This is the issues I concern although the site manager claimed all defects are done. The site manger refused my request to have the pre-handover inspection on 22nd February after he said all defects done. He said he would put back the fences at my expenses if the final payment is not received by 25th February. I feel I am threaten. Why am I not allowed to have 2nd pre-handover inspection to confirm if all defects are fixed properly? He said final payment must be paid before handover on 27th February without 2nd pre-handover inspection. If so you will have you answers, if not then do it. Do not be bullied by the builder and if you can't handle it on your own then get a very good building consultant to assist you. Once you have paid your money and there are defects or unfinished works you may be doing a lot of whistling to get them back. I am requesting a pre-handover inspection before final payment made but the site manager declined my request. He told me the final payment must be paid before handover without allowing me to perform a inspection otherwise the builder will leave me alone without given me keys. I am completely uncomfortable with paying the final payment without performing a pre-handover inspection. If all the defects have been repaired then there should be no problem with an inspection surely. I just want have the peace of mind that the defects have been fixed properly.
