Is the Tender fee refundable if accepted?

I paid $1200 for a tender for building a new house. The tender is finalised and accepted. The construction has commenced. I am wondering if the tender fee should be refunded to me as I pay the construction fees. Thanks.
Generally it is calculated as a deposit, and taken off the contracted price. This of course depends on your contract. Check the contract.
It really depends on what you signed, but tender fees are often in the form of a non refundable deposit
