I would see no reason why you couldn't have a timber sleeper wall 2m or even higher.
The height only becomes an issue if you using it as a retaining wall.
The height that a retaining wall can be built without approval varies from council to council (600mm -900mm anewhouse) but there is no reason why you can't extend the timber sleepers beyond the level of the retained soil.
