How high could I build a timber sleeper wall?
Want to make like a garden feature and act as a screen as well near fence
Any advice appreciated

The height only becomes an issue if you using it as a retaining wall.
The height that a retaining wall can be built without approval varies from council to council (600mm -900mm anewhouse) but there is no reason why you can't extend the timber sleepers beyond the level of the retained soil.

Engineering timber is certainly a less fuss option, times cheaper to supply and install and better withstands humidity.
