Wrap around stairs instead of balustrade and hand rail off h

I have a 6mtr long verandah, 1.2mtr high off ground level with a 7 tread staircase going to ground level. I have a spa sitting by itself on ground level about 1.5mt away from the edge of the verandah.
I want to ditch the verandah balustrate and staircase and put in x7 6mt long steps running the length of the verandah. In my mind, by doing this, i no longer have a straight 1.2mt solid drop for people to fall off and therefore dont need a balustrate with hand rail.
Can anyone tell me if this idea would be to code.
