The grey stuff is powdery and some of it comes off onto my hands when I touch it. It's definitely not silicone. If you can see, at the bottom there's lots of debris and the blue line shows the hole. WA has a particular way of building and unfortunately that's the way a large amount of sills are finished. 3 7005 I believe this is correct.
