Whats the process of getting a building permit for an already built pergola with a roof? Will there be a definite penalty for this or the council going to assess and if its according all standard they will issue the permit?

Youre entire question depends entirely on your local government/council.
Mine has a specific form for existing developments which outlines what you need to have prior to making your application for the existing developments to be approved.
