Is this not the builder's responsibility to ensure that the water pressure be maintained at 500 or below kPa at handling over the keys? All warranties relating to tap wares are void. The plumber came, tested it and asked me if I would have a 'valve' installed for $450 on site or $575 if he comes another time. So, I suppose it is not there, otherwise why would the plumber put in a second valve. I am a senior on a pension and would need to save up for the valve. If I can be sure the valve was not fitted then I would certainly contact the builder.
