ZERO LOT entitlement in Sydney

My neighbour has agreed to a "support and maintenance" easement to go on their title so i can theoretically build on the boundary line.
SITUATION: i thought the land developer had given my lot, one of the fewer 12.5m lots in the development, a zero lot entitlement but i was wrong, i cant find anything to that effect in my contract.
QUESTION: What else, aside from the easement on my neighbours land, do i need to have or get so i can make my lot "ZERO LOT ENTITLEMENT" block of land, so Camden Council doesn't raise any issues in this respect.
