Porch stairs issue

Hi all,

Wondering if anyone has been in this situation before... issue is that we finished building and concreted the driveway externally. During this we lost some of our steps (pic below) The certifier won't grant us a full occupancy certificate because the last step isn't safe (apparently needs to be equal height to the rest of the steps).

I'm wondering what could possibly be the easiest way to get this fixed... tear it comepletely down and re-install some proper fitting steps or cut into the concrete and reveal the full bottom step again and re-level?

I think the best solution is to break out the steps and redo to conform ie min 115 max 190 rise.
To cut out the concrete and form a recessed landing 750mm long would fill up with water.
