As other already mention, no matter your neighbour is on boundary or behind wooden fence with 1.5m setback, there won't be any significant difference in noise level from your living area. At the end of the day, you will be the one that needs to control the noise level. It just that your neighbour's garage was acting as a sound barrier before but that doesn't mean that you can go over your noise limit. I'm starting my build soon and with Maroondah council as well. As long as your neighbour is not taking down the garage and only converting internally and meets all NCC and regulation requirements, council will grant them the permit even if you object.
