Clear and Present Danger In the wake of London apartment building fire many questions are being asked about building control. It has also sparked a review of buildings and including those in Australia. The fact that something like London fire and the Lacrosse building fire could happen appears to be unbelievable but on closer review it is all but inevitable. We may just have grabbed the Tiger by the tail. Thanks to our corrupt and inept Building Commission that started as Building Control Commission, then dropped control from its title, literally and practically, our building control remains firmly frozen in the last century. What do you get when you allow profit to rule unchecked and with impunity? This is what I had to say about completed and occupied, multi storey apartment, building in SE suburbs of Melbourne: “Summary of the report findings. This building is poorly built and unfinished with sub standard workmanship readily on display however closer inspection revealed substantial non-compliance with approved drawings and non-conformance with design details. My brief is to arrive at likely cost of rectification of defects and completion in accordance with the design. The cost estimate is included with this report. As a matter of duty of care I have to advise that there is likely prospect that this building is unsafe for occupation and immediate reassessment of essential services and fire protection elements is highly recommended.” And further down in the report: “Aluminium finish to front façade and around window shading frames is missing Timber finish to rear elevation is missing Timber finish to front elevation is to smaller extent than designed Aluminium screens over windows are either missing or do not extend past window sides as detailed on plans There is no evidence of sprinkler protection to windows as required by fire engineering There are sound attenuation screens missing from external faces of windows Concrete blowout to rear of North elevation has not been cut back and finished Housing for hydrants and gas meters has not been constructed as designed Fire protection and services Fire doors are under sized and are not fitted with smoke seals as required Fire protection collars around services in floors and walls have not been fitted as specified Ground floor escape doors swing against escape route traffic and one cannot be fully opened Service risers through floors are not fire proofed at penetrations as required Units internally Units inspected are all substantially defective and non conformingShower bases should have been set down into slab but instead they are built on top Shower screens are leaking Basins are constructed in wrong positions Power points are too close to basins and sinks Under bench sinks are installed and not sinks with drainers as shown on plan Kitchen joinery is poorly fitted, and not as per plan Laundry doors are too small and nib not shown on plan is fouling cabinet opening Missing clothes line on balcony Ac overflow to floor outlet is not fitted Sealing of tiles around balcony is defective and grout is already calcifying from water getting behind waterproofing Windows do not slide properly Expert Opinion: In my opinion this building exhibits lack of skill and care in construction, a lack of project and quality control, poor workmanship, defective, incomplete, non complying and non conforming work. Given the extensive non conformance with approved drawings there must be serious concerns about safety compliance. In my opinion this building is unsafe for occupation. Work required to complete and bring this building into conformance is extensive and will be extremely costly due to having to carry out major works whilst building is occupied. I have prepared likely rectification and completion cost estimate Recommendations: Urgent review of all safety elements, particularly fire protection elements” Profit rules, so what do developers get? Profit from omission, profit from substitution, profit from deviating from approved drawings, profit from not spending on supervision and control during construction. Developers get to be obscenely rich. What do we get? Poorly built housing stock, with reduced longevity. Occupant’s lives are at risk. Guilty will buy their freedom, lawyers will be obscenely rich, public will remain at risk. No! This is not “Clear and Present Danger “ movie, this is the reality and it’s worse than your nightmare. I hope you are not living in an apartment.
