Our house has just been completed and the garage floor is covered in white plaster marks all over the concrete. The builder is refusing to do anything about it, saying this is normal for a new home and that it is up to to us to clean it or paint it?? I would have lived with it patched but our supervisor insisted. I think you have a right to request it be cleaned for sure! You are paying for a NEW home, not one that has surface marks and crap on the garage floor because the tradies/builder were too lazy to cover the concrete. Do not hand over final payment until the garage floor is cleaned to your satisfaction or they can bring in a concrete grinder and give the floor a light grind to remove the marks. Thats what I demanded from our builder and what we received. Do not bow down as this is what they are hoping you will do. It is not standard. Good luck! I asked will it be cleaned and they said "no not normally" what a load of bull!!!
