Just wondering, who organises our certificate of occupancy? Us or builder?
Who issues them?
Do they have to be got before handover, or just before anyone moves into the house?

Make it clear to your builder you won't be settling until it is issued. The council issues the occupancy certificate.
You may have extra things you need to do to get your final certificate. Try to find out what these things are before settlement in case your builder still has stuff to do. In NSW, typical extra things that you have to do might be BASIX items (such as installing a clothes line), retaining walls and landscaping. You will find it more difficult to sell your home without a Building or Occupancy certificate.
