Your council will treat it as a new build, and expect your compliance to all current building standards - electrical, plumbing, Energy efficiency. You'll need a building application, and it will go through the normal inspection process. All of that could be another 30K minimum easy. They will ask you to bring the outside appearance up to scratch also - new roof, re painting, etc if those things are shabby in any way. Speak with your council.
