Slab edge dampness

Hi,

I've noticed the edge of my slab appears to be damp all the time and was hoping someone would be able to help me out.
The concrete path was done after handover, but I know the contractor laid down extra waterproofing before pouring the concrete.
Is there anything else that could have caused this? or did the concrete contractor maybe not waterproof correctly?
What would my next course of action be? Contacting the builder? or the Contractor? or is it up to me to fix it?
If it goes unfixed would it be likely to cause further issues?

Does that mean the concrete is too high?
If wet and no rain could have a leak somewhere. I would start there and put a camera down stormwater

I deleted my post, disregard what I posted. I enlarged the 3rd photo and thought that it showed water pooling against the wall but I realised after enlarging the other 2 photos that it was the wet slab.

The bricks are showing efflorescence and this might provide a pointer to one of the experts. The concrete is required to slope away from the house, some photos after it has rained would be a help.
