Weep holes chunked with mortar

HI Everyone.

We built with a high volume what most would probably call a very popular builder in nsw and have had thousands of issues ( no joke )

With the weather getting colder I have been hearing scratching on the gyprock so it was time to cover up the weep holes with weep hole protectors. ( Seriously the Australian building code is set up so badly I nearly think it was written in a 3rd world country. It should be compulsory to have weep hole covers to keep pests rodents etc out of cavity walls.

So anyway long story short I knew the bricklayer was a lazy arse and dropped all the mortar and his brickies mud all over the inside of the black plastic flashing. I wanted to clean it out durin the build but you know site supervisor wouldn't care less or permit me to do it. SO I have spent most of the weekend drilling out and screwdriving out mortar which I can see is stuck to the plastic membrane I did get a lot out but there are just chunks of the stuff all through the membrane everywhere.

It amazes me how the biggest investment/expenditure in your life and builders just don't care zero care factor its just whacked up as quick as can be so they can make their money and then move onto the next poor fool.

Anyway my main question is below

1. I did poke the membrane on a few weep holes with the screwdriver and actually dug a bit of a hole through it I figure its no biggy I was going to seal it with a tad of silicone or something but is it worth my hassle or just leave it and cover it with my $200 weep hole covers. I also noticed my cavity wall is near non existant im thinking since my frame is steel I might be ok but would be very worried if it was timber im sure it would rot. Yes my frame was also bad the its hanging over my garage slab floating in mid air half of how could a framer get it so wrong or maybe it was the slab out????

Nope come on your kidding aren't you that could take 10 minutes of their time and cost me $100,000K in the long run........
Im sure the brickie that did my house live son acerage in a mansion drives multiple 4wd suvs sends his kids to private schooling has tax write offs and generally is very well off,

To make matters worse this house was also supposedly inspected by tyrells but then again my builder pays tyrells so I guess we know how good their inspection would be im really annoyed and would like to escalate this further but don't know where I would stand or if I would even stand a chance I think its about time the Australian building code woke up to itself.

I know foam has been around since the 90's and CSR started manufacturing Hebel in 1989, so it's definitely possible

You are correct. Just read through all the ncc rules and 75mm is the minimum requirement for me.
