Have been searching this forum for a while now while my partner and I are building a house in South Australia. We are slowly creeping towards completion, however, construction have issued this certificate while a few things are still to be completed on-site. We have been trying to get in contact with the SS during the entire build but construction won't allow us access to him until PCI... Items still to be installed: - Tiles throughout living areas/hallways/stairs - Carpet to all bedrooms - Hot water system - Single span roller door - Glass splashback - Semi framed shower screens for main bathroom & ensuite - Vanity mirrors for main bathroom & ensuite - Dishwasher (supply only) - Towel rail/hand towel ring & toilet roll holder for main bathroom and ensuite - 900mm gas cooktop The date of the letter was from when the tiling hadn't even started! Response from the builder was that "this is something that is sent to you as we come toward the end of the build process". I was under the impression that Practical Completion meant "substantially complete; and reasonably fit for use". There is no way we could live in a house with 20% of the tiling complete, mostly without grout! Is this an isolated issue? It's our first time building and it's definitely a steep learning curve! The strange thing is, the oven & rangehood have already been installed and the aircon unit is on the visible side of the house. These items I would consider valuable to anyone that would like something for free! I'm glad a few of the items I have listed you would predict to be on the house before PCI.
