Raising the floor area would allow two bedrooms and still have a reasonable living area. Now where it becomes interesting is that these proposed changes will be only allowed if the secondary dwelling is "only when constructed within an existing dwelling house". I have spent some time considering granny flat designs, & found 60 sqm to be a tight squeeze for a 2 bedroom place. Requiring ingenious "tiny house" design features. 75 sqm should make things a bit easier. I can see it being challenging fitting the extra dwelling inside an existing building envelope. Unless it is an existing two storey? Once one council has it approved ( and this would have the tacit support from the NSW govt relating to squeezing more people into medium density housing without contributing to urban sprawl ), then it has set a precedent and other councils will undoubtably follow suit. The way I understand it is that if you have an existing house and can fit it into your building envelope as you say then you will be able to do this. I think this will apply for new builds as well where once again if you can do it under the proposed building envelope you should be able to do this too. For others that can't do this then you will be limited to doing the standard Granny Flat thing of having a separate dwelling on your property but limited to the existing floor size of 60 sq m max.
