This will happen for while particularly with this brick, this just need washed again ...and maybe again. No it's not efflorescence and it'll only make it worse if they are washed with hydrochloric again. It's calcium staining otherwise known as white staining. Brickies do need to check the manufacturers notes on these as the are a little different to your standard brick. Speak with the manufacturer yourself if there is a real problem they will often com and inspect it for you. They are faced with these questions all the time.
