The plasterers have finished some patching in our house and they have done the finishing but putting their top coat product on (a yellowy paint looking product) and sanded it back. Is it ok to paint over this without primer?

Priming will make the surface uniform, all cracks and holes that have been patched using a patching compound should be primed after they have been sanded. Only then you should apply paint.
