We recieved an email today from builder, saying that they have spoken to our council re our plan (had some issues with driveway and removal of a council tree) and that they (council) are going to sign off on the Building Permit "any day now". Had another email from our Client Liaison at builder, asking us to make a decision on the changes we need for 6-star energy requirements, so that she can get our contracts ready for us to sign on Thursday. I thought we needed to gain 6 star rating and sign the contracts before they submitted the plans to council - but it sounds like the council are about to approve the plans anyway? So - is the "Building Permit" something different? Or have they approved our plans, even though we didn't even know they had been submitted???? Or have they maybe confused our file with someone else? Not sure where you are building, however City of Swan (WA) have an online building permit tracking system (ref http://epb.swan.wa.gov.au). I could see exactly what status my application was at just by searching for my address. I believe you can still retrospectively search for applications going back to 2005. Regarding 6-Star energy rating, not all building plans pass first go and may require tweaks pending feedback from council. This is usually due to design/orientation/windows etc although the builder should know better IMHO. Sounds to me that the tree removal & driveway issue is to do with a 'planning aspect' - separate from the building application.
