All you need to do is apply for a permit with the relevant authority (ie sewage - water board etc), but if they need access to the area you have to pay the cost of removing whatever you have over the easement and they are not liable to replace it. ie Concrete, large trees, decking, shed etc. You should be able to encase the sewer but you will need it designed and approved and access to lot 580 to do the work 2 17113 You might be able to apply to divert the sewer at your expense.
