I have found conflicting info on the net about whether it is required or not. We are building rendered brick on the ground floor and Hebel on the top floor, our windows are aluminum. If so then yes, flashing should be used to keep water off the timber framework. It may not be required by the regulations ( BCA with caveats ) but it is still good building practice. The head flashing may be exempt by eaves overhang but I very much doubt the sill flashing would be. A few measurements of the sill height, head height and eaves overhang plus a photo as 33amc above asks would help.
