The DA whether through council or a certifier or other agency is so they can see whether your application meets all state federal and local guidelines for height , setbacks, footprint on your site etc. The CC is more for the structure itself and is where you need drawings from a structural engineer, builders Lic. No., builders insurance policy etc. The two can be lodged at the same time but most people tend to do the DA or CDC first. You can go through your local council, but the private certifier route is more popular (due to less involvment from council). Complying developments are State legislation rather than local council so the requirements are stricter and your site needs to be suitable for complying development (e.g. not bushfire prone, flood prone, environmentally sensitive, native wildlife habitat etc). DA (development application) is through council. They approve a concept based on merit and compliance with council requirements. CC (construction certificate) comes after DA and is where a private certifier or council approves the buildings compliance with DA conditions, BCA compliance and structural integrity etc. When getting a building approval, it will either be complying development (though usually only for small, simple projects) or DA/CC.
